Seit der Eröffnung am 10. Oktober 1973 bietet die Bürgerhalle Busan einen offenen Kulturraum für die Stadtbewohner. Im Jahr 2001 wurde die Halle modernisiert und erweitert und am 5. Juli 2002 dann wiedereröffnet. Sie dient als Veranstaltungsort für Konzerte, Aufführungen und öffentliche Veranstaltungen der Stadt Busan.
